Plan & Peer Review
m2e’s experience with construction litigation help us isolate the very issues that are most likely to generate extensive litigation. In identifying them and addressing them in the design process, we actively minimize their occurrence.
These services are typically complemented with regular field observations to assure that the items identified in the review process are also properly addressed during construction.
Plans review includes a review of the design and construction documents for coordination, appropriate materials and equipment selection and possible constructability issues. A full pier review also includes verification of design assumptions and sample calculations verification.
Quality Control & Litigation Mitigation
m2e’s core reputation is based on its exposure and experience of the construction litigation process. By providing named witnesses in several disciplines in numerous mediation, arbitration and litigation processes, we have developed an intrinsic sensibility for construction issues. Our no-nonsense approach has earned us praise for objectiveness and capability to grasp core issues. Regular observations are conducted in the field using a proprietary client-facing mobile platform. This fully integrated system with photographs, checklists, and continually updated reports, help identify and document potential issues. A comprehensive follow-up program endeavors to enforce attention to those very issues, and gives clear guidelines on mode and timing to resolve them.
Project Close-out Services
As the construction nears completion, m2e’s closeout procedures offer guidelines and specific services (such as review of as-built drawings, or warranty lists) for preparing the building for Turnover to the Condominium Association. m2e also offers services in assisting Developers during the Turnover Process itself.
Developer Pre-Turnover and Turnover Reports
Prior to turnover, a thorough inspection of the project is performed (Pre-Turnover Report). The intent is to identify the issues that are most likely to be raised by the condominium’s representatives.
As mandated by Florida Statutes, 718.301, a report is generated outlining the replacement value and remaining useful life of key building components.
Sometimes, you cannot wait for a City or County inspector to arrive to continue work. That is where m2e’s private provider inspection services can help. By having a highly qualified, licensed inspector on site or on call for every inspection, you can save time, and by saving time, you save money.

Often, in the design/construction process, you need someone watching your back. At m2e, we know that as an owner/developer it can be hard to get what you want, when you want it, without being overcharged for it. Our owner’s representatives are there to look over every contract, every change order, and every bill to make sure that the owner is getting what they pay for. Our experienced construction professionals can save time and money by identifying problems in the construction before they occur. Our special punch-out inspectors catch the problems that were overlooked during construction, and make sure they are fixed before the building is finished. Our unique expertise, molded through our exposure to construction litigation, has allowed us to concentrate on these key issues that would make a project successful, both quality-wise and financially.
Property Condition Assessment
m2e identifies and precisely documents existing and potential issues that are likely to emerge in the foreseeable future. We objectively classify the issues by how acute they are, and whether they represent a life safety issue, a code violation, or a non-conformance to established industry standards. We also establish an estimate of value for the recommended or proposed repairs. Our reputation for objectiveness and accuracy has earned us the repeat business of many of our esteemed clients.
Using a cost-effective sampling method, we inspect post tension cables for proper termination and grouting. The proliferation of litigation on PT issues is making this function vital in new construction.
